![]() May 17, 1871 The first cruelty case brought by the RISPCA. W. Loyd Bowers, agent of the RISPCA, charged Daniel W. Glover with cruelly beating a horse for refusing to pull its load of lumber up Smith Hill in Providence. Glover broke board after board over the horse, striking him 25 to 30 times and drawing blood all over the horse's body. When the horse still refused to move, Glover began whipping him in the legs. Glover was found guilty of animal cruelty and fined $10 plus costs. |
